Should the Xbox one be able to play (old) pc games?

Windows native software cannot run on XB1. Its the metro apps that were supposed to be interchangeable (html5).

big library of games = advantage over ps4 (direct competition).

I own a Ps4 but if the xbox box one would had that feature, i would probl get the xbox instead.
