Not sure, but the little box will apparently split the signal, reduce latency and process 3D audio.  It features two HDMI inbuts with one going into the TV and the other coming from the PS4. It also features a micro usb slot which probably connects to the PS4.  There are two connectors on the front that connect to the Headset.  And it has a small fan on the back.   Non VR output from the PS4 probablly passes through the box to the TV without any splitting.   Its a very interesting solution.  The box frees up audio and video slitting time from the system and passes it on to the box.  And the box also assits with async time warp so people wont get sick.   This way the PS4 doesn't have to waitst too many resources calculating the exact position of the headset.

Only the power supply is known, max 36 watt. It will use a lot less than the max.
It does seem to have a fan so something can get warm in there.
