In this situation, it would be perfectly fine to "slam" him/put him on the ground which cops are permitted to do but honestly, cops are not supposed to fist fight or try to gout people into hitting them.

Agreed, in no way cops should ever have to fist fight like in the video you just showed.  (unless like the cop is fighting for his life against like a guy with a knife or a gang).  That cop is just wrong in that video.
