They're suggesting that the Gamecube's specs were why third parties didn't support the Gamecube as well as they should have been. The Gamecube was more powerful than the PS2, which "won" the generation. No matter what you think of Nintendo's choices regarding Wii and Wii U, no real gamer would claim that the Gamecube was "ignored" because of low specs.

And if they can't even get something as simple as that right, there's no value in reading the rest of their assertions (the stuff before it didn't contain any actual information, and instead was full of assumtions, so I'm guessing I wouldn't get much out of reading the rest, anyway).

GameCube released in 2001 and the hardware was finalized before then so yes it has been about a decade and a half.
