I am not understanding you too well. The U.S IS a union, and already experimented with economic confederacies in its conception. Unless you mean if the U.S became less united? I can agree with that. States being bailed out by each other is already a huge problem, and the federal state is the behemoth of them all when it comes to these spending issues.
