In my opinion the fault is of specialized sites.
I have not seen the petition reported on any site, if not on a site that I frequent often, and just because I have reported several times to it. And in any case they reported it as a secondary news, so only a minority of people (who for the most part had already signed and wanted to inform on the trend of the petition) gave it a look.
Sorry for my english, but I do not write often in this language :P
