Plus the library is very subjective. If anything, there's not gonna be a big bump in Xbox One sales from a collection of 4 old Halo games.

COD 1 TB bundle? Probably.

Halo 5? After how Halo 4 turned out? People are gonna be cautious before spending $400 w/tax on the system for it.

Tomb Raider? Not exactly a huge selling IP. 

Plus most of the other 3rd party games that you mentioned are also on PS4, & will most likely sell more on PS4 there.

That's not the biggest problem either. What does X1 offer from January to Holidays 2015 that the PS4 doesn't have? Consumers aren't going to just sit tight and wait 9-10 months for Halo 5 and Tomb Raider. Sure, there will be 3rd party titles to help the X1 out, but the PS4 is the to-go platform for multiplats. They'll move PS4 hardware better than they'll move X1 hardware. Meanwhile, Bloodborne and The Order: 1886 will be coming out in February. Uncharted 4 will most likely be released next fall. Games like Wild, No Man's Sky, The Tomorrow Children, etc. will come out next year, too. Consumers buy consoles for multiple games, not just a select few.
