My question for the OP is so what? Sony has rated the CPU to run between those temperatures and we'd expect them to have installed sufficient cooling for it.
IF you let ANYTHING run outside its rated temperature its lifespan will decrease. Comparing the PS3 to the PS4 operating temps is apples to oranges as they are different architectures etc. The different ratings certainly does not mean the PS4 will be less reliable than the PS3 or the XB1.
You are chasing something that does not exist...
