Rockstar is trying to exert way too much control in multiplayer. You can't steal cars because they want you to buy them, and even though they won't outright say it, they want more people to spend real money on in-game-cash. The ambitious aspects of GTA online sounded good on paper but I am skeptical that rockstar can actually pull it off. They are not very experienced with this kind of thing.
