That's based on timing. If your reinstall is too soon, you have to call.

Its not an issue tho. When you call MS they know nothing of your actual system or ownership of the MS key. All they know is how often that key has been registered. As long as its not some obscene amount in the 10's of thousands or more, it won't matter.

Just say (in your case the truth) that its on the same machine, just reinstall/refresh. In fact sometimes when you call and select that option, the auto phone system just gives you the key to continue registration.
