They can write one of these articles:

- when the Government announces it
- after each reading in the Commons
- after it passes in the Commons
- after it passes in the Lords
- after the amended bill passes in the Commons (now)
- after Royal Assent
- after it actually comes into force

It passed in the Commons in May, this article is referring to the passage of the amended bill after it came back from the Lords. But this is a formality because, yes, it already passed a Commons vote earlier in much the same form.
