Adding more Ram yes, that would drive up costs.
Increasing the GPU clocks, no.

Microsoft would have a fair idea how much headroom they can have with the GPU clocks, heck, I'm yet to meet a GCN GPU on the PC that couldn't hit at-least 1ghz without the need to increase voltages.

For the GPU clocks though, all that would be needed is essentially a software update, which every console has to have anyway, provided they don't run into any cooling issues, which they shouldn't.

Chances are ms would just eat the cost of the ram increase i cant see them increasing the price at all
