Grand Theft Auto V New Details: Loading Times, Scale, Tons of NPCs and Dynamic Missions

Rockstar has to clarify if this is coming to next gen because i want that game badly enough as it is. I want to buy it on xbox one but i already have it pre-ordered on 360.
