It`s no longer region locked nor does it reuire the 24 hour online check in anymore. Therefore you can buy an Xbox One and take it with you anywhere you wish.

PS: The 21 countries at launch had to do with the system being so online centric originally and needing enough servers in place for the cloud and Live to work properly. I wouldn`t be surprised if they ship to more of Europe at launch now and that Asia will likely see it released early next Spring.
