The problem MS has is that all of their streaming services they boast about are mainly limited to the US. The markets in EU and JP see very little streaming services beyond that which is already readily available on many other devices, without having to pay the added subscription fee of XBOXLive.
They either need to distribute their apps worldwide, or remove the need for a Gold live account to watch streaming services like Netflix.
Subscribing in order to watch something which you have subscribed to does not appeal to most people.
