I think he's calling out the annual franchises that are constantly being released with very little to no innovation. 

“[Gamers] encourage [publishers] to keep making the same game every Christmas, and everybody’s happy”.

Oh, then I completley agree with him. Annual release titles are a plauge, even fifa, they could just patch the previous game with the new players.
