Yep, if true it's certainly a major victory. But not in the way you are suggesting. MS originally got into console hardware partly because they knew that consoles (Sony and Nintendo) using OpenGL might pose a threat to DX's domination on PC.

Within the space of 2 console generations it appears as if one of MS's major strategic motivations for entering into the console wars has succeeded.

A pit really because it's good to have competing GLs, and OpenGL has been pretty good for PS3's exclusives, it's held it's own against Xbox 360's DX pretty well.
