Best Buy is terrible for overselling things like that, both consoles and games.
I've been screwed on a preorder from them, my brother has had it happen twice just in the past year and my sister had it happen once (got her Special Edition Skyrim two weeks after it came out because they oversold them when she could have walked into Future Shop and simply bought one the day of).
This doesn't surprise me in the least.
