You'd be surprised at how piss-poor intra-company communications are in many places. My college of choice (Saint Joseph's University), is fairly small, but so many of the departments are completely clueless about policies of other departments, even when those policies are very relevant to the doings of their department.

Not that i'm excusing anything, of course, but such egregious errors are more common than people might think simply because of intra-company jurisdictional issues. Likely here they just imposed a uniform ban system that worked all across your Origin login (which i'm assuming is required even to access offline games), so that a few flames on the forums would suddenly lead to a lockout from Dead Space 2's story mode, and then this login system was such a simple system that differentiating between things (e.g. your ability to log in for offline and DLC) was a lot of work.
