The good free to play games just offer cosmetic items and "boosts" that allow you to unlock things quicker. Games like League of Legends for example where everything is available for free if you play enough. And if you want you can buy skins or pay to unlock things a bit faster, but as everything is in theory blanced you aren't really getting an advantage over people who don't play so the skilled player will still win.

Most FPS multiplayer these days has a grind to unlock better guns, and some retail games offer the ability to pay to unlock things faster. The only difference in a F2P game would be that you don't have to pay anything to play. 

Of course a true Unreal game doesn't have unlockable weapons as they are scattered in the level. But there are plenty of cosmetic things that they could sell.
