You need to go into SwapNote and then when your making the note you can click on the little arrow at the bottom and add a picture.

No, I know how to add pics.  It's just that the pics I've taken in the last week or so are always "the wrong format".  Shouldn't be the wrong format if I take them with the 3DS, right?
