Yeah weird, I did the Amazon one and they just gave me a temporary $3000 limit and just the $30.  Never saw the $40 offer.

If I had to guess why the limit is only 3k, it's probably the existing $5k balance on my credit card, thanks to the engagement ring, which gets paid in a few days.  Either that or it could be the stupid incorrect fraud alert my CC company put on my card a couple weeks ago (which is why I wanted a new card) or my retardedly low mortgage, since it was a question on the form.

Credit scores/history crap is so ridiculous there could be any number of random explanations.  For all I know it could be the current price of shit in Paraguay.
