Hum... So let's take a look at this.  640 is the horizontal resolution and 720 the vertical. We good so far?

So... since both screens are on top of each others, you do this math: 720 + 720 = 1440.  So the game renders more line than what your 1080p screen can display?

What more, it renders more lines in split screen than it does in single player (which is 720p)?  

What are you smoking?

 

Now, just so you know, 358 x 2 = 716 (the resolution of Uncharted 3's splitscreen mode).  That's a much more realistic number if you expect the game to roughly fill a 720p screen in splitscreen.  But the nail in the coffin is the actual difference between the resolution of both games in splitscreen: Uncharted 3 at 838x358 per players compared to Gears of War with 640 x 360 (360 = 720/2) [based on the numbers you provided without source] ...

Uncharted 3's actual rendered pixels: 838 x (358 x 2) = 600008 ...

Gears of War's actual rendered pixels: 640 x (360 x 2) = 460800.
