I don't think the PSN hacks had either any influence on the announcement delay or put pressure on Nintendo to enhance sucurity.
If you recall, making the system as secure as possible was one of the goals and even THQ came out and stated the system security was so advanced they couldn't speak of it in common terms. More likely Nintendo looked at the PSN hacks and felt vindicated in their complex security intentions. Piracy on the DS was actually one of the leading reasons the 3DS is released at all so as you can imagine, security took a very high priority from the start for the 3DS. PSN problems would not be looked upon as a danger they need to protect from but rather a situation that validates the extra security efforts they've already subscribed to.
