Wii2 will release far before ps4/nextxbox, thats almost a given due to all the losses sony and microsoft had with their consoles, a 10 years cycle may not sound right for most gamers, but business-wise it seems like the option for both.
I believe wii2 will be as powerfull as ps3 or just a little more, nintendo knows price is a vital point when it comes to sells, so I even if they could afford a higherend machine I doubt they will be willing to charge more than $300 for their next console...
wii2 should be compatible with all wii software/controllers, 3d ready (just in case)... Wii sells consoles just with the name, so it would be logical to think anybody who owns a wii will upgrade to wii2 if they can still use all their games controllers...
