I've never seen rules explicitly state this sort of thing. Nothing really stops the Mafia from talking during the day.

Khuutra, I've always assumed that Mafia can't talk during the day. That's true on other forums and I thought it was implicit in games here.

It gives them too much power to respond to events during the day.
