Open World in the sense of Red Dead Redemption, GTA IV, where you're literally allowed to revisited anywhere at anytime. That's pretty much Open World Games.
So he doesn't mean full on Massive Maps that you can travel anywhere at anytime, just means that the maps are huge and it's far more open than linear.
