There is a law where you can't say you are going to take the presidents life... but to convict someone you need to prove intent and that they really meant to threaten the Presidents life....
Which is practically impossible to prove unless they're actually planning something, or an act takes place. (And even in the second it's hard to prove.)
The secret service investigates something like 1,500 threats against the president a year. Almost none of them receive any punishment for said threats.
Any halfway decent lawyer can claim hyperbole or something similar.
Along the lines of "She borrowed my sweater without asking. I'm going to kill her!'
