Again, you're saying that the game having great opening sales somehow makes them a laughing stock for giving the game an ok review score.
And they do talk about the city and new items. They actually give a pretty thorough review. And it's not like they are the only ones giving the game a score in that area, some sites are reviewing it lower.
I really don't see what IGN did wrong with their review of the game here.
