Most people don't care about extra content. So it doesn't make sense from a business perspective unless you've already made it. Ala downloadable content for the Xbox360 in this case.

 

Give me a source for that information or it's merely speculation.

 

Lets see - A % of people won't finish the game which means they won't care about extra content.

The attach rate for downloadable content is less than 50% if you consider the number of people who care enough to pay for it.
