From what I've read the initial shipment for the PS5 in Japan is very small, possibly less than 6 figures. It's pretty reasonable that such a small shipment would be focused pretty much squarely inside Tokyo. People aren't going to pre-order PS5 games if they were not able to pre-order a PS5.
