Being from console first-party in my past, I pinged both sides, both Xbox and PlayStation, and said, "We don't have any big console deals with anyone right now. What would you like to do?" Microsoft's strategy was to focus on their own IP. They passed.

Microsoft was offered a Marvel deal back in 2014 but passed on it, confirms what we all already knew though, that Microsoft doesn't really like licenses and would rather work on IP that they own, who knows if that will change if Indiana Jones is a success but I don't expect to see any Xbox Game Studios working on licenses aside from DLC such as PotC/SoT.
