Was about to post the same thing. Yes, these are the two most logical explanations. It's not that hard to figure it out, so I really don't get all the "who the fuck pre-orders digital games" posts. I don't think it's stupid, though I've never done it and possible never will.
@everyone who doesn't get it. Say you have some cash in May but know that if you don't spend it pre-ordering the game, you may end up spending it on a night out with friends. So, by paying for it in advance you know you'll definitely get it.
This is just a sad attempt to try and make a bad sony press. Its like to obvious that sony will give them a refund, and the people or that one guy who called was probably told that they will look into it or something and just lost it without waiting.
It takes genuine talent to see greatness in yourself despite your absence of genuine talent.
I personally don't agree with them refusing any compensation for the price change. I also kinda wonder why they'd reduce the price to begin with... :x

If the game in question benefits from the Pre-Load program it's a plus since you can start playing right at mid-night and not wait for countless hours until your download is complete. I think TLOU:R will already benefit from the Pre-Load program, not sure.
Also digital pre-ordering is great when it has exclusive content attached to it. AND games available for pre-order will start downloading at mid-night while if it's not on pre-order you'll have to wait until the game it's available in the store, depending if you live in US/EU (Tuesday/Thursday, during the day). Not sure if it applies for every game, but in my experience with dark souls 2 it processed this way.

So, I guess they care a little? I love how people make these statements. As if Sony is a single person and has one constant way of dealing with particular things. Same with MS and any other company. Basically, what you're saying is that they're the bad guys if they do something about it (refund everyone who pre-ordered) and the bad guys if they don't.

And you can get pre-order bonuses when you pre-order games.
Settle down people... a refund will come sooner or later
