But that game was in development for 7 years. By the time it was launched they were stuck with a lot of the tech they built in 2005 because they had already created a lot of content for the megatextures. Carmack talks about it in a couple of his quakecon talks. The engine was dated before the game even launched, Wolfenstein and The Order Within are using highly modified versions of it tho.

so the res/fps are the same, so did they choose parity for everything than? or did they give the ps4 better textures/shaders/lighting since the resources are there?

Yes, probably.

They did it with Tomb Raider DE by dropping down to 900p in some shanty town levels (yes also during gameplay, don't believe every words of Digital Foundry articles).

And you have some convincing proof to confirm that claim?

And I don't think those systems are related in any way, different developers, different engines. And why wouldn't it drop resolution on the PS4 then? It wasn't locked 60fps, not even close.
