Basically a TLDR:

Microsoft is basically keeping the development environment very similar from the Xbox One to Xbox Series X.
Which makes sense as the Xbox Series X's GPU although Navi based, is still based on the Graphics Core Next instruction set, the CPU is still the same x86 instruction set.

So allot of the tools and development pipeline can just be retained but improved and that flows onto development.

So similar to developing to Xbox One, that type of familiarity is good for devs and can speed up process.

Well it's just an API, as long it has directX then developer just use the API to optimize for whatever the platform has. It's basically a powerful mini "PC". Multiplatform games will just be targeted DirectX sdk the engines will adapt to whatever the platform has. 



I want to see more their first party games , i want to see what Xbox SX unique capability that never been done before. I hope July event we will see more.



Still developers are not that interested for this platform and it will be seen in the coming months.
