Were there actually rumors of Bethesda developing it? I remember they turned down the rights and made Skyrim instead.
Yep. Back in late 2017 or early 2018 some leaks said that Bethesda had 2 AAA single player RPG’s coming before Elder Scrolls 6, a Game of Thrones game and Starfield. Starfield and Elder Scrolls 6 were announced at E3 2018, but curiously the Game of Thrones game was absent. There was some speculation after E3 that Starfield and Game of Thrones switched places in the release schedule, multiple reliable leakers said Starfield was a current gen game with a planned release Holiday 2018, but then it was announced as a next gen game at E3 just weeks after the leakers said that. That theory would also explain why Fallout 76 was such a rushed mess, Fallout 76 might have been rushed out to fill Starfield’s planned Holiday 2018 release window when Starfield was delayed. It’s possible that at the last minute Bethesda delayed Starfield to turn it into a next-gen game because they didn’t want to start a new IP off on the wrong foot releasing it on a dated build of Creation Engine on current gen systems. Leaks meanwhile said that the Game of Thrones game was a Holiday 2019 release, and as I recall they said it was a prequel about the Targaryen dynasty and their dragons before they went extinct 100 years before Game of Thrones, which matches with this teaser from MS showing dragon scales and the Targaryen sigil.
Also worth noting that Bethesda confirmed Starfield and TES 6 won’t be at E3 2019, yet they are doing an E3 conference, which is most curious to do an E3 show without any big games to announce or a lot already announced games to show off. Even a lot of their other studios like Arkane and Tango are on cooldown years, which makes them doing an E3 show most curious, pretty much all they have to show is Fallout 76 DLC, Doom Eternal, and Wolfenstein Youngblood unless they have a big new game to show, and a GoT game from Bethesda Game Studios fits the bill perfectly.
