The best horror game is Eternal Darkness. However, it's not that much a survival horror game, it's more like psychological horror and heavy on atmosphere (scary as hell, though). Much closer to Silent Hill than Resident Evil.

Totally disagree with this. The GameCube version didn't feel like change for the sake of change, it felt like the game those guys probably wanted to make on PS1 but didn't have the tech to realise at the time.

The GameCube version is about a million times better and scarier (particularly thanks to some of the new creatures added) and while the new cutscenes are still a little campy they're not so silly that they completely pull you out of the game.

Also, a few people have mentioned Cursed Mountain. I played that through to the end but I agree it's a bit of a slog and also very unforgiving in parts. It's got a great sense of atmosphere and isolation but outside of that I wouldn't really recommend it.

Castlevania 3

ZombiU. IMO on of the best survival horrors ever created. Do no look at the reviews this game is scary as hell, tense and introduces some original concepts as well.

Silent Hill Shattered Memories (Wii). My favorite Wii game.
