The Wii U is closest to doing the goals listed here so the obvious answer is PS4.
Fascinating how in a year views on sales have changed a great deal. PS4 hitting high end of expectations, X1 mid range and Wii U at low range based on replies in here.

The Gap between PS4 and XOne right now is 7M. Following your logic, XOne from now on will sell 2M more in the Global than PS4 by the end of 2014(example); this is Science fiction, not a forecast. PS4 will most probably sell around 20-21M by the end of 2014, and X1 11-12M.
So, to answer, it will be PS4 1st, WiiU second and XOne last.

Well I was serious....back on December 10th, 2013. lol A lot has changed since then though.
