I think the main reason for the drop in quality and interest in the forums is the fact we are now at the end of this console generation.
This site is dedicated to sales.
Nintendo won, who can dispute that?

I miss not only ArtofAngels, but the video itself!  First the music got censored; now I think the video disappeared entirely from YouTube.  I might be wrong on that last part.

I don't think a stringent signup protocol is the way to go, with people waiting who knows how long for someone to decide they're a real person before they can post, but maybe something like account deletion if you don't make ten posts in the first month or something.  I'm sure there are countless dummy accounts by both trolls and spambots that could be eliminated.  For legitimate but quiet users, this would be unfortunate but on the bright side would incite them to say hello to a few people and maybe get them started participating beyond that one thread they signed up to comment on. 

As for getting old quality posters back:  wait, noname2200 counts as an old hand now?  But yeah, I don't think such a campaign is likely to accomplish much, but as long as people aren't obnoxious about it I don't think it can do any harm.

He had huge problems with how things were moderated when he left. He made a thread complaining about it, and asking for a permaban, Dunno locked it and granted him his wish :'(

Yeah, signatures have gotten ridiculous. One user in particular has DOZENS of hyperlinks in his sig. 

Final-Fan: Again, I don't expect it to accomplish much. It's just one of several steps I proposed to help increase the quality of the forums. People are lookin WAY too much into it.

As for account approval, I wouldn't propose anything drastic. I'm not looking for a NeoGAF-style process where you have to sign up with a work email and wait possibly months to get approved. But some kind of basic approval process would help to remove a lot of the spam users who flood the site.

Now, someone mentioned the idea that the site is just experiencing slowdown because we're nearing the end of the generation. There's definitely some merit to this idea, given that the community was most active around 2008 (GTA4, MGS4, the Wii's domination of the market, the biggest year ever for hardware sales, etc.). However, we just had the biggest launch of all time (Modern Warfare 3) along with Skyrim, Uncharted 3, Battlefield 3, and the rise of the 3DS. Ther'es plenty to get excited about and the holiday season has barely begun.

All that being said, if anyone has comments/complaints/suggestions about the site, please don't hesitate to post them here or PM me.
