Very much. Much of the executive branch's focus has been on unwinding regulations. Even when he could have justifiably taken a more robust stand on the recent virus, the White House has generally defaulted to letting states decide what to do.

When he say things he don't like about Supreme Court he is called fascist dictator (well nowadays anyone that say he is displeased by the behavior or the minister, and boy they have been doing dreadful things) and that everything he says is official communication from the executive and interference on the judiciary. When a Minister compares him to hitler and mussolini it is praised for his bravery and pointed that is his personal opinion not the Supreme interfering on the Executive. - Dictator?
He have been accused of not paving the way and ceding to the congress for the past 18 months or so (basically didn't interfere with the voting of laws and amendment) and that meaning he wanted all the power for him. And now that he started negotiating with congress and giving more quid pro quo (basically naming indications of the congress to executive areas for support on congress approval of projects) he is being accused of buying out congress and interfering. - Dictator?
Whenever he names someone of his trust or militar or right wing he is accused of dictatorship because seemly media and opposition parts expect him to name to trusted position someone from the opposition that will daily attack the president.
He have been criticized on three prongs, receive interference of the three prongs, but haven't interfere or forced those. So even if he have dictator inspiration he is the lousiest ever.
Dictatorship a Brazilian is very funny indeed as seems similar to Trump's dictatorship. It is that thing we have been saying for a long time, you keep calling things you don't like of dictatorship, homophobia, racism, misogyny, etc then those lose wait and when happen no one will care.
