I think I'm getting caught up on the fact that both improve frame rate.

not really, VRR makes frame rates that dip below the target of 30*/60/120 feel more fluid on supported screens due to simply displaying eg 53 fps as 53Hz instead of 60Hz (meaning some frames would be doubled or even trippled)
