It is used to separate people. It has an inherent demeaning to it. Along the lines of you aren't special or knowledgeable about this subject you are just a "normie".
I wouldn't be insulted by it, but I can see people trying to insult with it.
Can't imagine a situation in which people would say it unironically enough. Feels like a catch phrase I'd see in bad animes, or a harry potter rip off.
Perhaps even self-deprecating. "You wouldn't understand us we are just normies".
I guess the reason I'd never be insulted by it - is because I could never take it seriously. Feels like a childish version of normal. Like someone trying to yell at you while using baby talk.
