Brazil was bad in that regard (for a handful of stadiums), but Qatar is going to be much worse.

True, the same is the case in South Africa. World Cups should only be hosted in countries who already have the stadiums or have a good use for them.

I think South Africa is fine with those stadiums though. They also had the 2013 African cup of nations so reused some of the stadiums for that. And they are a country in to a lot of sports outside of football, some of the stadiums are used for rugby or cricket matches as well now and if they were to host a tournament in either of those sports they could be used again for that.
