The numbers on the box are marketing bullshit, but that doesn't mean their isn't a discernable difference. My adivce, look up reviews where they check the tv's color accuracy, saturation and contrast ratio. Cnet covers these thing in their reviews with numbers from before and after they calibrate the set, although not as indepth as some.
There are optimization boxes that improve image quality, on cheaper TVs.
He's talking about something like the Spider, which is meant to aid in calibration. However, it's not a magic box and can only improve what is already present. Know that to use these devices to their fullest you should atleast be a little technically inclined, and knowing how to access your tv's serivce menu and what to change helps immensly. But again, this wont make a bargain walmart tv equal a higher end set since it can only improve how the tv is calibrated. Cheaper sets almost always have lower grade image procesors, which often induce crushing and do a poorer job of scaling, especially with SD tv. Also keep in mind other features you may be looking for, such as number and type of imputs as well as QAM tuner, 1:1 pixel mapping, profiles for each input, ect.
