Black and White is only for DS.
Although 3DS does support DS games, a DS game won't move too much hardware.
@VGKing People will still buy a 3DS regardless or if they are already set to buy one, but still want to play that game they don't have to dumb down anything. It'll still move hardware, but like you said not by much.
