Probably someone at Blizzard just since they have plenty of money to throw around.  Maybe someone at nintendo, but I believe Japanese wages are relatively lower overall.

I seriously doubt that, if he wanted he could flop the whole Nintendo by starting Miyamototendo, he is pretty much everything they have.
