Because going by Final Fantasy tradition, they are usually the plain white background with the logo.

They might have had Lightning on the cover to give people a refresh of what she looks like, so they can compare to the art on the PS3

It doesn't seem legit to me. If this is the actual boxart then it would also have the playstation network logo on the right hand corner across from the ps3 logo.
