It really does though. It's the one thing that really distinguishes the medium. That doesn't entail that the other elements aren't very important of course (they can make the difference between a good game and a truly great game) it just means that none of those elements is as important as gameplay.
If you have an amazing story with excellent characterization, a top-notch sound track, great acting, fantastic visual effects/graphics and the best script that's ever been written BUT your gameplay completely sucks... then don't make a game, make a movie.
