No system offers what you want. The Xbox 360 is the closest. Make sure you (and your friends) don't get an Arcade unit. Also, make sure everyone pays for gold Xbox Live. That's a heck of a lot of money, though

Your best bet is to get some emulators on a PC and possibly a game controller for it. Given you are looking for 16bit games or earlier there should be no performance issues for anyone. That is as long as all the computers are from the current decade. Nothing else will offer a substantial library of games with online play.

Well, the Wii definitely has the largest library of classic games, and some very high caliber games in said library. However, XBLA releases revamped versions of classic games with updated graphics and online play. So the decision can be split-do you want the most possible classic games? Or classic games with newer additions? The former would be the Wii, the latter, the Xbox 360.

Look at the list of games available: http://en.wikipedia.org/wiki/List_of_Xbox_Live_Arcade_games
and 80% of these games are playable online with friends (multiplayer).

You miss a game? You'll probably find it on XBLA...
Super Nes games... Genesis games... Dreamcast games... etc...

For abandonware or titles you already legally own in some format, there's always PS3->install Linux in secondary partition->tons of emulators
