We're talking about the popularity of the franchise. The two versions of TP were released (around) the same time. If it goes on to outsell OoT, that indicates it is more popular.
Seperating multi-platform releases is more useful if we're comparing consoles in some way. You couldn't say the Madden franchise is declining because this year the PS2 and 360 will split the sales that PS2 held alone in 2003 or 2004. You could just say the PS2 is declining and 360 is gaining some of it's traditional customers.
Regardless, even the Wii version of TP alone will become the #3 all-time Zelda game, and pass the 5M mark. Combined, it should reach #2, and #1 outside Japan.
And yeah, PH would need one hell of a big reception in the States to get towards 7M. I think it will reach 5M though, which is still a historically great haul for a Zelda game.
